This TPM webinar opens with a welcome and introduction from Christos Xenophontos from the Rhode Island DOT, followed by short FHWA and AASHTO perspectives on this topic. Gary Vansuch, Chair of the Organizational Management Subcommittee, talks about his vision for the subcommittee as he assumes his leadership role.

The November 14, 2022 joint meeting of the AASHTO Committee on Performance Based Management and the Transportation Performance Management Technical Service Program provides an update on the progress of the committee and TSP. The featured topic was the System Mobility and Emerging Technologies (SMET) Joint Subcommittee.

For his longstanding service and contribution to improving the nation's transportation system, AASHTO presented the 2022 Thomas H. MacDonald Memorial Award to Tim Henkel at the 2022 AASHTO Annual Meeting in Orlando, Florida.

This webinar presents the findings from NCHRP Project 23-08 "A Guide for Incorporating Maintenance Costs into a Transportation Asset Management Plan", led by Applied Pavement Technologies. The research includes guidance for state DOTs to develop:

• procedures for identifying, collecting, and managing maintenance cost data
• life-cycle techniques and tools for demonstrating the value of maintenance activities
• strategies to include maintenance activities in 10-year investment plans with measured tradeoffs and benefit-cost analyses
• components of a financial plan displaying 10-year anticipated revenues and investments in capital and maintenance costs

State DOTs are completing their federally required 2022 TAMPs. The Bipartisan Infrastructure Law (BIL) added additional resiliency-related requirements. States were offered the opportunity to extend the due date of their TAMP to December 2022 to provide time to include the BIL resiliency requirements. In this webinar, three states shared their approaches to meeting the BIL requirements in their TAMPs.

The capstone workshop in the NCHRP 23-07 Target Setting series provides a general overview of the guidebook and key lessons about effective target setting methods, including tips for selecting a method and tradeoffs to consider with different types of methods. Deanna Belden, the Director of Performance, Risk, and Investment Analysis at Minnesota DOT, and Edgardo Block, Research and Performance Management Lead at Connecticut DOT, share their experiences with methods such as performance-risk and segment-risk approaches.

AASHTO and FHWA explore greenhouse gas (GHG) reduction techniques, GHG measures and target-setting, and environmental policies. The webinar includes an introduction to the recent Notice of Proposed Rulemaking (NPRM) for state DOTs and MPOs to measure and reduce their GHG emissions. Representatives from Minnesota DOT, Colorado DOT, and District DOT share their agency's efforts in tracking and reducing emissions. The webinar closes with a presentation from McVoy Associates about their recently published NCHRP guide titled "Reducing Greenhouse Gas Emissions: A Guide for State DOTs".

This web-based workshop of the target setting series focuses on pavement condition target setting methods. Many of the methods used for bridge target setting are the same as those used for pavement; however, much of the data and considerations differ between the two. In this workshop, researchers present an overview of the methods used, discuss the challenges of each method, and provide stories and tips from state DOTs with experience in the area.

This is a workshop from the six-part series presenting the research project NCHRP 23-07: Guidebook on Effective Methods For Setting Transportation Performance Targets. Many agencies have been shifting to setting targets based on National Bridge Inventory Elements data due to recent changes in bridge data collection procedures. Some of the challenges in this area center around identifying data and aligning the target-setting process with project development times. In this webinar, researchers present bridge condition target setting methods including an overview of the current methods, challenges facing implementation, and the experiences of different state DOTs using scenario analysis to set targets.

This workshop on target setting methods covers effective methods for setting targets for non-SOV and peak hour excessive delay. These traffic congestion measures are defined for each designated urbanized area (UZA) specified by the US Census Bureau. A UZA is an area which contains an NHS road, has a population of over 1 million, and contains an area identified as non-attainment or maintenance for ozone, carbon monoxide, or any other particulate matter. The workshop comprises an overview of methods, examples of effective practice from Memphis MPO and the Metropolitan Washington Council of Governments, and a researcher-led discussion. It explores challenges related to coordinating on the UZA-level, identifying quality data, and considering investment impacts.

In this workshop, the NCHRP 23-07 research team share their findings setting travel time and freight reliability targets. This event includes an overview of the methods available and commonly used. It features discussion of the key challenges and considerations for these two performance areas, and two state DOTs (Iowa DOT and Virginia DOT), which took part in pilot studies for the guidebook, share their experiences with performance-risk analysis modeling.

This is the first episode of the target setting workshop series where presenters share target setting methods for safety performance measures covering fatal and serious crashes on all public roads. There are many challenges in in safety performance measurement. This webinar touches on several of them, including worsening performance, worsening targets, aligning targets across DOT plans, coordinating among state and local agencies, and accounting for non-motorized data in addition to automobile crashes. The methods presented in the webinar include targeted reduction, time-series trends, statistical models, and post-hoc adjustment methods. Speakers from Washington State DOT, South Carolina DOT, and Michigan DOT share their methods, tips, and tricks for setting safety targets and overcoming the challenges faced.

In this webinar, FHWA and AASHTO explore effective target setting and different target setting approaches. The webinar features presentations from Alexis Kuklenski and Walt Satterfield on the FHWA perspective, Matt Hardy on an analysis of AASHTO's 2- and 4-year targets, Anna Batista on the results of NCHRP Project 02-27: Making Targets Matter, and Michael Grant on the Guidebook: Effective Methods for Setting Transportation Performance Targets.
