Determine how to align asset-specific service-level measures with an agency’s system performance targets and allocate resources optimally across asset classes to improve performance.

The objective of this research is to develop selected key environmental performance measures that can be integrated into a state DOT’s performance management program. Each performance measure should (1) be meaningful at a state level, (2) enable national comparisons, (3) be implementable in the near-term, and (4) contribute to informing investment decisions. Performance areas including but not limited to (1) air, (2) water, (3) materials, (4) recycling, (5) energy, (6) greenhouse gases, (7) biodiversity, and (8) habitat may be considered. Environmental performance measures to be evaluated should not include social and economic impacts, environmental justice, or cultural resources. This research will not involve a national comparative analysis of state DOT performance.

Travel times are highly variable due to rapidly changing conditions along a segment or corridor. Conditions frequently change due to seasonal fluctuations in demand, road construction, incidents, special events, weather, and active speed enforcement activity. With the emerging probe data sources, it is now possible to develop multi-scale reports that characterize over mobility over varying highway segment lengths and time periods to characterize system mobility. The outcome of this project will be mobility reports that can be used for both internal assessments as well as communication system performance to the public.

This report examines Nevada DOT (NDOT)’s state-of-practice for performance measurement, and focuses on federal requirements for traveler information mandated by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Section 1201 Real-Time System Management Information Program. The guidance for November 2016 compliance identifies 17 candidate Routes of Significance within the Las Vegas metropolitan area based on usage criteria, and provides a prioritized list of required sensor locations for full coverage of these routes. It is recommended that NDOT explore the use of private probe data to generate travel time information along arterial routes.

The South Carolina long range plan is made up of several component plans for the interstate, freight, strategic corridors, rail, statewide transit, regional plans, and the statewide strategic safety plan. South Carolina faces growth in employment, population, and transportation demand while inhibited by shrinking revenue streams. This plan addresses the needs and challenges of SCDOT and presents scenario analysis and strategies. The strategies cover safety, economic competitiveness, performance management, asset management, freight improvements, multimodal enhancements, and partnerships.

Focusing on cost misestimation, this guide,published by the Washington State Department of Transportation, works to provide solutions and strategies that help managers of projects of all sizes to more accurately identify and estimate the risk. By quantifying the uncertainty, or risk, element of project costs project managers are able to more accurately estimate the magnitude of risks. Chapters include project planning, risk identification, qualitative and quantitative analysis, and risk response.
