Managing Unspent Federal Metropolitan Planning Funds | Research Report
MnDOT and other state departments of transportation (DOTs) distribute federal funds from Federal Highway Administration and Federal Transit Administration—PL funds and 5303 funds, respectively—to metropolitan planning organizations (MPOs) to support the MPOs’ metropolitan planning activities. There are times when an MPO may be unable to spend all of the federal funds it receives in a fiscal year, which can result in carryover funds. MnDOT is considering a change in its current practice to permit MPOs to carry over federal planning funding for up to five years. To inform possible changes in MnDOT’s management of unspent federal metropolitan planning funds, this Transportation Research Synthesis uses a survey of selected state DOTs to gather information about other states’ policies and practices in permitting and managing carryover funds, including MPO and DOT actions, and the benefits and drawbacks of these practices.

Freight, System PerformanceSince 2002, the American Transportation Research Institute (ATRI) has collected and processed truck GPS data in support of the Federal Highway Administration’s Freight Performance Measures (FPM) initiative, a program that maintains and monitors a series of performance measures related to the nation’s truck-based freight transportation system.
The metrics that generate from ATRI’S ongoing truck bottleneck analysis quantify the impact of traffic congestion on truck-borne freight at 250 specific locations. The information provided through this effort can empower decision-making in both the private and public sectors by allowing stakeholders to better understand the severity of congestion and mobility constraints on the U.S. highway transportation system. This is of particular importance as the nation weighs the needs and resources available for transportation funding. On a state and local level, this research can inform local investment decisions that can directly improve supply chain efficiency. This “bottleneck” analysis incorporates and synthesizes several unique components, including a massive database of truck GPS data at freight-significant locations throughout the United States (U.S.), and an algorithm that quantifies the impact of congestion on truck-based freight. Since its inception, the monitored list has grown to 250 freight-significant locations. In addition, the annual reports provide a chronological repository of mobility profiles, whereby congestion changes can be assessed over time. This, in turn, allows transportation analysts and planners to conduct performance benchmarking and identification of influential factors contributing to congestion and the requisite consequences on truck-freight mobility.

Data-driven Freeway Performance Evaluation Framework for Project Prioritization and Decision Making | Research Report
System PerformanceThe objective of this project is to develop a set of performance metrics that can be incorporated into operational management and planning process for investment decisions. The performance metrics will be based on the traffic data support from PeMS and their spatial and temporal effect will be illustrated on a Geographic Information System (GIS)-based platform. The project also strives to provide linkage between performance measures and decision making by using interpretative indicators and GIS-enabled methods to inform decisions.
